Interface TeamAllocationService

public interface TeamAllocationService
Provides team allocation information required by GreenHopper charts and statistics.
This service is replacing any code previously known as "non working days", but adds much more fine grained
information previously not available (e.g. # users working for each day)

The reason we expect a set of non working days here is the xagile gadget - it merges the non working days of all involved projects together
and uses the result thereof. otherwise we would simply pass in a projectconfiguration...
TODO: the xagile gadget is a bitch as it works across projects - do we even want to support that going forward? Rethink our infrastructure
