A cluster-wide event indicating that all scheduled jobs in a specific group should be paused. Quartz should stop jobs with the specified group name. atlassian-scheduler should stop jobs with the specified JobRunnerKey.

Only used by the functestrpc plugin, but due to P1 plugin restrictions this event needs to live in core.
