If any RuntimeException or LocalQCacheOpSender.UnrecoverableFailure is thrown LocalQCacheOp may never be send. It is possible to do a limited number of retries of sending by setting LocalQCacheOpSender.UnrecoverableFailure.retry. LocalQCacheOpSender.RecoverableFailure means the send failure is temporary and should be retried "forever"
