Returns true if the configuration file exists.

Returns:

whether the config file exists.

loadConfig

Optional<io.atlassian.fugue.Either<RuntimeException,FileStoresConfig>> loadConfig()

Reads and parses the FileStoresConfig from its permanent store.

Returns:

Optional.empty() if the config file did not exist when it was attempted to be parsed, otherwise an Optional wrapping an Either that contains a RuntimeException if there was an error while parsing the config, or a FileStoresConfig if the config was parsed successfully.
