Validates the following conditions: - all priorities that appeared in imported issues have to be present in current jira instance - there is one special case - when imported issue had invalid priority already on the previous instance (eg. because of some data consistency error) then it's allowed to process - priority must be valid priority in the priority scheme used by destination project
