Return information if user can add avatar to given subject.

Parameters:

remoteUser - user whose permissions should be used. Null means anonymous access.

avatar - avatar that the user wishes to access

userCanCreateAvatarFor

boolean userCanCreateAvatarFor(@Nullable
                               ApplicationUser remoteUser,
                               @Nonnull
                               String owningObjectId)

Return information if user can add avatar to given subject.

Parameters:
