An Apache HttpClient 5 HttpRequestInterceptor that checks outbound HTTP requests against a whitelist of allowed URLs. If the URL is not whitelisted, an HttpException is thrown.

This filter is only active if the feature flag com.atlassian.jira.use.http.outbound.whitelist is enabled.
